Rules for the allocation and maintenance of IP addresses and AS numbers.
1. Introduction
IP addresses (IPv4/IPv6) and Autonomous System Numbers (ASn) are limited resources, which determines certain allocation conditions imposed by the regional register (RIR) and not lastly by the local register (LIR).
Obtaining the resources (IP and AS) is accomplished in certain cases both with the approval of the LIR (ro.nav) and with the approval of the RIR.
The notion of "class C" has disappeared, in the current context CIDR notations will be used, "/24".
2. Definitions
Public IP addresses are divided into 2 categories, in terms of allocation:
[ PI ] - are spaces allocated by RIPE.
- The applicant must have at least 2 Internet connections
(Different ISPs, with different ASs).
- For these spaces, you must own/request
own AS number, indispensable for dynamic routing via BGP.
[ PA ] - are spaces allocated by NAV.
- The number of Internet connections does not matter.
- You do not have to own/apply for your own AS number,
because they can be added to the AS of the ISP you are connecting to.
- If you have your own AS, they can be aggregated and dynamically routed.
- In general, the ASs of the providers to which they can also be aggregated
you will connect later or even on your own AS later obtained.
[ IPv6 PI addresses ] are spaces (>=/48), allocated to clients with AS number and at least 2 Internet connections (different providers, each provider having their own AS number).
[ AS Number ] it is assigned to clients who want to do dynamic routing and have at least one block /24 (256 IP addresses), with the possibility of aggregation to the respective size.
To assign the AS number, the peering agreement with at least 2 partners is also required.
3. General conditions for the allocation of IP addresses
In order to allocate IP addresses, a global coverage degree of at least 50% is required in the first month, 60% in 2 months and 80% in 3 months.
Individually, on subnets, the values of 40% in the first month, 60% in 2 months and 80% in 3 months are accepted.
Address coverage is done by counting the addresses used by equipment, vhosts, .... and clients (note that a client can receive a maximum of 1 IP/connection/host)
We draw attention to the fact that these thresholds are minimal.
Customers who want IP addresses must have the peering agreement of two providers that have different ASs.
4. General conditions for the allocation of AS numbers
Holding the peering agreement of two providers with different ASs and one block /24 are minimum conditions for obtaining an AS number.
5. Rights, obligations and conditions of use
The client must submit to the LIR (ro.nav) and the RIR documents proving the need to obtain internet resources if they are expressly requested.
These documents include: company documents, identity document of the applicant, invoices/receipts on equipment, graphs of use of addresses, logs, lists with customer names, contracts with its customers, contracts with its suppliers, network schemes, leaflets and price lists.
These documents will be sent either scanned by email (recommended version), or by fax, to LIR or to RIR, as the case may be.
The documents can be requested both at allocation and after, we mention that these documents are required purely informative to determine if the minimum conditions are respected and their confidentiality is guaranteed.
After obtaining the resources and paying the value of the services, the client will be made available the resources for use, the provision of manuals/links, since there is no compulsory training from the LIR (ro.nav).
For the resources that will continue to be administered by the LIR, from the point of view of the information update (generally PA addresses), the LIR will make any update of the information without receiving additional payments, which are included in the annual price.
The cases of transfer of the right of use (change of owner) are paid with 25% of the registration/allocation value (minimum 50 EUR + VAT).
The resources are provisionally allocated, the client having the obligation to return these resources if he does not use them or the initial conditions are no longer fulfilled.
Addresses of the PA type are returned within 30 days from the date of termination notification of the contract between LIR and client/end-user.
Failure to use resources (IPs, ASs) for more than one month (30 days) may result in the withdrawal of allocated resources.
Attempting to sell, sell or rent the resources obtained to a third party (by exceeding a maximum of 8 IPs/client) attract the cancellation of the allocated resources.
The use of resources for purposes contrary to the Romanian laws or to carry out actions of "SPAM", hosting those who do "SPAM" automatically attracts the cancelation approval of all the obtained resources.
The LIR can cancel the allocated resources if there are suspicions of illegal activities (SPAM and not only) or at the request of the RIR without prior notification of the client.
Failure to provide the documents required by LIR/RIR within a maximum of 2 weeks automatically entails the cancellation of approvals for the respective client.
Blocking of addresses or AS by anti-SPAM organizations or other providers does not oblige LIR or RIR to change addresses.
The LIR will advise the client on the possibilities and will try with him to solve the problems that have arisen.
6. Payment for services
The allocation price is one set according to the service provided and not according to the number of resources obtained (for example for IPs).
The maintenance price for PI/PA IPs and AS numbers will be paid annually to LIR, its value is established by LIR and can be changed in time without prior notification from the customer.
The transfer price (change of owner) is 25% of the allocation value in force at the time of transfer, the LIR providing a new service ("transfer").
The non-payment of the services gives the right of the LIR to have all the necessary measures for the recovery of the money amounts, including the withdrawal of all the allocated resources.
The price for reallocation (IPs that are relocated to the same customer after entering the deregistration procedure) is 25% of the allocation value in force at the time of the reallocation, the LIR providing a new service ("reallocation").
7. Confidentiality
Throughout the duration of this Agreement, neither Party may disclose any of the clauses of this Agreement without the prior consent of the other Party.
The client cannot disclose to any third party any information regarding this agreement, even after its termination.
The LIR will do all the necessary diligence to maintain the confidentiality of the client data transferred through its servers, will permanently monitor the servers and stop any attempt of unauthorized access to the client's data, as far as it is detected by the security solutions adopted by the LIR.
The LIR will be able to present the client's name in the client portfolio.
8. Final provisions
These rules can be modified without prior notification of the client, they will be made public on the LIR's website (ro.nav), https://www.nav.ro, the client agrees to accept the new rules.
These rules are established in accordance with international regulations and have the role of protecting internet resources from inefficient use or for purposes contrary to the laws in force.
The last modification to these Terms and Conditions was made on 11.10.2019 and the previous one on 24.10.2014.
